If you get denied at your first disability hearing you can appeal the decision to what’s called the appeals council. The appeals council will review the record from your ODAR hearing and then make a determination whether or not a new hearing in front of the same judge who previously heard your case or maybe even a different judge should hear your case again. You can get a second hearing if the appeals council allows one.
